Tauranga Crossing Limited is the owner and developer of the regional shopping centre Tauranga Crossing located at Tauriko, Tauranga. Don has provided and directed the assessment, planning and strategic transport advice to the client for almost 10 years. He provides both detailed traffic engineering inputs into parking management strategies and intersection design, through to the highest levels of strategic transportation advice for the co-ordination of the Centre’s development integrated with the surrounding public roading and public transport system.
Silverdale West Plan Change, Auckland

Working collaboratively with my professional colleagues from another consultancy firm, Don provided peer review and strategic transportation input to the transport assessment process including expert evidence in support of the Plan Change request. He worked closely with the wider team of legal and planning experts, alongside clients and wider professional team members as part of the quality delivery of expert evidence to assist the Council commissioners hearing the rezoning application.

Don works closely with both the Department of Corrections and its expert advisory team on a range of the Department’s facilities around the country. He draws on his extensive transport engineering experience around the country to assist with the efficient and effective planning for changes and updates to corrections facilities and their traffic and transport needs. He has developed an in-depth understanding and appreciation of the various traffic, parking and access matters related to both the construction and operation of prison and related site throughout New Zealand. Don’s approach to applying his expertise and experience to projects such as this, is to ensure that transport is considered as one of the integrated elements of a multi-faceted project, and works closely across a multi-disciplinary team to deliver effective project outcomes.
Airport to Botany Rapid Transport Network Notices of Requirement

Don has been called upon by a range of private sector interests to assist with the preparation of submissions and expert evidence related to the Airport to Botany Rapid Transit Network Notices of Requirement project. Drawing on his extensive background of experience both at the site development level of transportation activities, as well as being able to draw on involvement on behalf of Auckland Council as its expert adviser for recent Notice of Requirement applications, Don is working alongside clients to consider the detailed and strategic implications of the Notices of Requirement on their properties and activities.
Kerikeri Land Limited / Arvida – Retirement Village, Kerikeri

Kerikeri Land Limited a subsidiary of Arvida retirement villages engaged Don to provide the transportation and traffic engineering advice to support a multi-stage consent application for a new retirement village in Kerikeri. He developed the supporting evidence and assessment that fed into a resource consent application for the two-stage application. He developed the external traffic mitigation strategy in support of the application alongside civil and roading engineers which was ultimately the form and structure of consent conditions that arose out of the public hearing into the application. Don’s expert evidence was relied upon by the hearings commissioners to satisfy the issues and concerns raised by local residents through the public notification process.
Drury Quarry– Sutton Block Fast Track Application

In recognition of both his technical expertise as well as an extensive experience with strategic transport planning projects, Don has been engaged by a quarry operator seeking to extend its quarrying activity at Drury. Don has provided transportation assessment inputs to the application under the Government’s Fast Track Application Act. He provided the transportation component of the Application assessment ensuring effective access solutions, ensuring safe connectivity to the local and regional transport networks. He worked with the Client’s expert team to advance the Substantive Application and respond to the Expert Panel’s assessment and decision-making within the pre-determined timeframe. The project was granted Fast Track approval in November 2025.
Dargaville Plan Change

Don co-ordinated the delivery of transportation assessment and expert evidence in support of a rezoning request by the Dargaville Racing Club for its site adjacent to SH14 in Dargaville. In this role Don provided expert transport advice, liaising and negotiating with multiple transportation agencies and ultimately presenting expert evidence to the Commissioner hearing. In this role, Don undertook extensive communication with the project legal counsel and planner to develop the necessary extent and detail of transportation support for the project and a range of associated mitigation works needed to align with Council and Waka Kotahi opinions and objectives.
Summerset Half Moon Bay Retirement Village – Fast Track Application, Auckland

Don directed and peer reviewed the transport assessment in support of the Fast Track application under the Covid Recovery legislation for a new multi-level retirement village development at Half Moon Bay, Auckland. He reviewed the transportation inputs provided to the multi-disciplinary expert team preparing the application, provided expert evidence/reporting for the applications and oversaw the development of transport-related conditions that were ultimately accepted by the Environmental Protection Authority in granting the consent.
Ministry of Education – Chapel Downs Alteration of Designation

In order to respond to the changing nature of education needs within the eastern suburbs of Auckland, the Ministry of Education engaged Don as part of an expert team to advance the change of designation at the Chapel Downs School to cater for student growth. Don developed a range of transport and traffic management solutions for the school site (intended to cater for a wider range of student year groups) to ensure appropriate transport outcomes that did not necessarily add to private car traffic and parking demands at, and surrounding, the school site. Don’s approach was to work closely with the Ministry staff and consultants to develop a managed transport outcome, increased focus on non-private car movements at the site, and progressive further integrated assessment through the life of the school promoting a multi-modal transport solution for the school as a key part of the growing Chapel Downs suburb.

Westgate Town Centre

Don has assisted NZ Retail Property Group and related entities with a wide range of services over the past two decades associated with the development of the Westgate Town Centre. His initial involvement centred on the development of transportation modelling and assessment in support of the initial Plan Changes and rezoning required to establish the site. At the time, this involved a high degree of detailed consideration alongside the transport authorities to ensure that the new town centre and its planning requirement could be aligned with the transport expectations of
local and regional authorities. Since that time, Don has provided and directed a wide variety of transport and traffic inputs from traffic signal intersection designs, parking assessments, opening day
traffic management plans and expert evidence to a High Court legal challenge over development contracts.
Bunnings New Zealand

Don is regularly engaged by Bunnings to provide transport advice and consent-related impact assessment for the investigation and consenting of new Bunnings Warehouse stores across the country. He has a long history of involvement with Bunnings and their in-house development team as well as their expert advisory team from other disciplines such as planning and architecture. Don’s involvement extends from preliminary due diligence assessment of potential sites to the provision of expert evidence to the Environment Court for development application appeal processes. He has
knowledge and experience across the country and has been involved in Bunnings developments from Invercargill in the south to Waipapa/Kerikeri in the north.
